Kristian B. Armstrong

Mr. Armstrong has been involved in the life settlement industry since Milestone’s inception as co-founder and Chief Executive Officer. Mr. Armstrong has been instrumental in developing and implementing many strategies used by Milestone Managers & Providers for finding high volume, quality supply lines. Mr. Armstrong is responsible for new product development and the initiation and implementation of strategic alliances, as well as capital procurement for the purchase of life settlements. He has secured several streams of funding for Milestone Providers and has been instrumental in developing origination agreements with several of the worlds leading banks and one of the world’s largest asset management groups.

Douglas P. Lehman, Esquire

Mr. Lehman has been involved in the life settlement industry as counsel to viators since the mid-1990’s, and directly involved in the industry since 2003. Mr. Lehman is co-founder, Chief Legal Counsel and Chief Operations Officer for Milestone Managers& Providers. Mr. Lehman organized the Milestone companies and was instrumental in securing capitalization for the companies. As Chief Legal Counsel and Chief Operations Officer, Mr. Lehman is responsible for the Legal department, Licensing and Compliance department, Contracting and Settlement department, and the Monitoring and Collections department. Mr. Lehman’s duties include the negotiation, drafting, and review of all corporate, compliance and contracting documents and agreements within Milestone, as well as directing outside counsel on matters relevant to Milestone’s operations and procedures. He earned his J.D from Widener University School of Law in 1993 and a BA in Political Science from Millersville University in 1987. He has practiced law since 1993. His legal practice focused on real estate/property/land use law/business law, contracts and family law.

Nikanor I. Volkov

Mr. Volkov is the Chief Financial Officer and Chief Pricing Analyst of Milestone. Mr. Volkov has been involved in the life settlement industry since 2005. With Milestone, Mr. Volkov is responsible for evaluation of policies, portfolios of policies and portfolio management, and for actuarial and pricing modeling. Mr. Volkov also heads the Broker and Agent Relations department and Investor Relations department at Milestone. Mr. Volkov is the architect of Milestone's life settlement pricing, acquisition and management software programs. Prior to joining Milestone, Mr. Volkov worked as a financial analyst at the Moscow, Russia office of Franklin-Templeton Investments, in the team of Dr. Mark Mobius, one of the best known and established emerging market experts in the world. Mr. Volkov earned his MBA and a BA in International Studies from Millersville University.

William B. Spire

Mr. Spire serves as president of Silverton Ventures, L.P., and is responsible for the daily management of the company. He also handles the financial, strategic and acquisition duties for the group. Mr. Spire is also the president and owner of Spire Asset Management. He handles the daily operations of the firm including portfolio allocation, client relations and procurement. Mr. Spire is a seasoned entrepreneur involved in many early-stage venture capital and real estate projects. He is a dedicated philanthropist and is the Director of the Seraph Foundation in Wilmington, Delaware. Mr. Spire also sits on the Board of Lancaster County Day School and is a member of the Alumni Corporation Board for St. Andrew’s School in Middletown, Delaware. He is the Chairman of the Board for Pulse Interactive Technologies, Inc., and is on the Board of Directors for Royts, Inc. in San Diego, California. Mr. Spire graduated from Western Maryland College.

Gibson E. Armstrong

Mr. Armstrong is a Pennsylvania State Senator representing the 13th Senatorial District, including Lancaster and York counties, Pennsylvania. Senator Armstrong has been a member of the Pennsylvania Senate since 1985, and a member of the Pennsylvania House of Representatives from 1977 to 1984. Senator Armstrong was the chairman of the Banking and Insurance Committee prior to being elected Chairman of Appropriations for Pennsylvania in 2006. He is the Vice Chairman of the Labor and Industry Committee, and a member of the Communications and Technology Committee, The Finance Committee, and The Rules and Executive Nominations Committee. Senator Armstrong is a board member of the Water Street Rescue Mission, Lancaster Bible College, Lancaster Economic Development Corp., Pennsylvania State Employees’ Retirement Board., Willow Street Lions Club, VFW, American Legion USMC League; Capitol Preservation Committee, and the Human Resources Investment Council (HRIC). Senator Armstrong received his degree from Westminster College, New Wilmington, PA, in 1965. He served as a Captain in the U.S. Marine Corps as a Naval Nuclear Weapons Officer and Intelligence Officer from 1966 to 1969.
